Combine Icelandic language courses with undergraduate programs so foreign citizens have the chance to educate themselves while learning/improving their Icelandic (spoken, written and academic writing). By having the setup like this foreign citizens could study both Icelandic and a undergraduate program of their choice in 3 - 3 1/2 years instead of learning at two or more institutions and university for 4+ years.
